Job description:

Responsibilities:

  • The main responsibilities of contingent worker PE (Project Engineer) for MP&E projects are listed below in 3 main categories:

Technical:

  • Interpret client requirements into practical terms that can be implemented by the project team.

  • Monitor and facilitate overall design quality as measured by conformance to scope, client expectations and contractual requirements for the standard of care Establish systems for internal and external distribution of project information and documentation.

  • Knowledge of the scope of work, budget, schedule milestones, resource requirements and progress measurement system of team.

  • Approve requisitions of all equipment, materials, or labor to be procured by ESP (engineering vendor) or SCE

  • To define the equipment, materials

  • Oversee bid evaluations and approve the technical recommendations of the ESP (engineering vendor) co.

  • Identify new technological solutions, finding and analyzing the optimal solutions to help with decision making.

  • Provide technical feedback to plant engineer, system engineer, operation, other stakeholders in development of problem statement for new project to be presented to AOC/SIC Review procurement and construction specification, calculations, engineering reports or studies.

  • Single Point of Contact (SPOC) to review and process RFIs within 4 business days.

  • Review and Approve final Site Acceptance Test (SAT) report.

  • Define site acceptance test and requirements of SAT/Commissioning. Participate in SAT/Commissioning per defined requirements.

  • Support and provide feedback to impacted operation procedures. Provide revised operation manual and recommend training if needed.

  • Coordinate all field investigations, review testing protocols, and review and approve the final engineering reports.

  • Provide project oversight and help Construction Site Rep (CSR) during construction.

  • Provide input of CSR selection and requirements Establish engineering design scope of work and specifications for the engineering consultant & ensure the design completion in accordance with project requirements Provide overall engineering oversight during the project design & construction phases and ensure the project is being design & constructed in accordance with project plans, design, and specifications.

Project Support:

  • The project engineer is the day-to-day leader of the technical effort – planning, organizing, scoping, and directing the activities of the technical scope of a project per request of PM or assigned project needs.

  • Take responsibility for a team of engineers who work on that particular project when he/she is in the lead project engineer role.

  • To bring in other engineering disciplines and subject matter experts to support the projects To schedule technical meeting and site visits for technical matters and invite those who, in his or her opinion, are relevant to the project at that particular phase of the project which might be in the scoping, design, bidding or in the construction stage Develop a sufficient knowledge of the project engineering and construction contract and distribute any operational aspects to the project team.

  • Assist PM as requested with the development of the Scope of Work or Project Execution Plan.

  • Complete all items on the Project Action Item list.

  • Ensure all project notes are reviewed and provide feedback in a timely fashion.

  • Monitor progress against work plan and advise PM of risk or issues.

  • Assist scheduling group to develop an integrated and achievable design schedule. Monitor and expedite activities of the team to ensure schedule adherence.

  • Review engineering change notices, schedule and cost impact estimates submitted by team.

  • Assist team to prioritize and organize project tasks to meet the required timelines.

  • Work with SCE procurement to qualify Generation contractors/sub-contractors lists.

  • Develop Scope of Work (SOW), Procurement & Cons

Required Skills/Attributes:           

  • Ability to use Microsoft office 365 including Excel, Word, Team, AutoCad and adobe software.
